Blood on the flank:

You are Ground Jury President at a CSI 3* event. You are called to the Boot & Bandage Check area because there is a horse that has presented with blood on the flanks. When you get there, the Chief Steward shows you the photographs and tells you that the athlete was not wearing spurs. When you speak to the athlete, he tells you that he has no idea at all how there could be blood on the horse’s flanks, and that maybe it injured itself during the round. After a long conversation, you decide not to impose any penalty on the athlete, and his 5th place in the competition stands.

The following day, you discover that the athlete was wearing spurs when he competed in that class. How would you proceed?
