You are President of a class at FEI Championship for Juniors.
During the round, jumping fence No 10 (wall) the rider touches with his leg the wing of the fence. The wing falls at the ground.
Is it a knock down or not? Are you going to give 4 penalty points or not?

For me, no fault: the rider jumped the wall, the wing was outside of the red flag and displacing that wing and the flag is not a fault.
