You are calling the faults in the Grand Prix that has just started when you receive an urgent message from the Chief Steward that there is an issue with an athlete who is listed to start in 8 horses. It appears that the Chief Steward has received a phone call from a good friend who is also the mother of this athlete who is 17 years old, and that she has not given her son permission to compete in the Grand Prix with the horse he is riding, of which she is also the owner. However, her son did not answer his phone when she called him so she couldn’t directly forbid him from starting.

How would you proceed, and, if the athlete had been older, would you dealt with this any differently? If so, how?
