You are President of a Table A against the clock competition in a CSI3* show

1st round of the competition. During his round, one Athlete and his horse have a bad experience at Obstacle number 5, a type of Swedish oxer, where they had a refusal and then crashed through it.

On leaving the arena, the Athlete and his trainer ask you if they can build a similar obstacle in the back warm-up arena (only 10 horses can work at any one time in the front warm-up), where there is space and available fence material.

What are your thoughts and how would you proceed?
