Liverpool at the warming up:
You are the Chief Steward at a CSI3*.
Just after the start of a class with many participants, a rider brings a bright blue plastic/rubber to the warm-up and asks for permission to use it while he warms up his horse. His argument is that his horse jumped badly on a Liverpool the day before and he wants to practice this. He starts among the last. The steward informed him that he could not do that because only material provided by OC can be used.
Shortly after this the steward on stable duty saw the same bright blue plastic placed as “carpet” forthe horse in his box.
What action will you take as CS or what would you suggest as President of the Ground Jury?

I don’t believe this would be against any rules. I would allow this in the stall.
